Balance wheel replacement isn't complicated Ray, do it yourself. If you want it to be waterproof you need to buy a new seals kit too with that version but you should be able to buy all the bits and fit them in 30min for £60 tops. Ebay somewhere like this http://www.ebay.co.uk/sch/m.html?_from=&_nkw=&_armrs=1&_ssn=thewatchcollector&_pgn=2&_skc=50&rt=nc for spare parts, just two screws to take off the bridge and balance wheel once you have the back off. -

Averaged 26.6mpg in 30k miles in a E46 M3 driven pretty hard, mad if you get less than that from a lupo with half the engine size and almost a third of the power. Only a small 1.6 with not a huge amount of power in a light car so should be able to get 40+mpg easily, used to get 300-35 from a tank on longer trips and 250ish average.

Younger brother was in a similar position, hooked him up with a low milage mazda 3 mps. Quick, mechanical diff at the front, easy to tune up and not too bad on insurance.
