Ive found the best way is a two man job, mask off the tyre then get a mate at the ready with the spray can. Start the car then gently roll forward while your mate sprays, this will help give a smoother more even coat. Do this for all four wheels, once with primer, then twice with top coat and maybe once again with a lacquer if needed.
