You could have them refurbished but make sure you choose a reputable company. I'd like the details of which place that is if so as that is less than half the price I was quoted to have 1 of my 19 inch wheels refurbed. Mines were fifteens and i said i would give them the barrel on their own so they wouldn't have the hassle of tyres. I imagine the size and tyres thing would make a difference but it wouldn't be huge.
