could i just weld in a steel panel, but make it more shallow than the original, would that pass MOT if i had enough space to run the exhaust under the modified well?

Surely it would be easier to re-locate the spare wheel, and just have a straight cat back, with the oval central exhaust? There's a sport bumper on ebay in the same colour as my car, it would be a nice investment if it could be possible?
