Dont know if this is any help but my mams mk4 golf had this and hers was the struts.

Polishing the mk1 metal rocker cover is a right chew, cos as soon as you get it perfect salt and everything else from the road just eats straight back into it! You would need to lacquer it if you were wanting to a proper job that was going to last
