Ive got the same problem on my passenger wing, it looks like it has been resprayed at some point aswell before i bought it

35,500 miles on a 2002 GTI

Had mine changed at 35k during its 4 year service, had a look after and the old belts were just starting to crack. Didnt get the water pump changed tho. Paid £283 for service, mot and cambelt change
