I dunno how it works in Latvia but in the UK we have haynes manuals which are produced for specific car makes and models. Unfortunately I dont think one for the lupo and its various models have been made. But if you can get hold of a copy of, or can find someone with, the ELSA software then you can use that for most common technical procedures for the VW range, including lupo, but it can be a bit limited for other stuff.
