Any advice about removing the seat cover please ?

The elderly lady who uses this Lupo is up against a dealine in 3 weeks when the MOT is due. A failure of the tilt seat mechanism is now an MOT failure. She can't afford garage rates to fix this problem, so please help if you can. Thanks.

The forward tilt of the driver's seat has failed. When I lift the release handle, I can see that a flexible wire rotates a release mechanism at the tilt hinge on the off-side of the seat, but the flexible wire to the near-side of the seat is floppy and does nothing. It appears that the wire has become detached from the tilt handle near the top of the seat. Any suggestions please how to fix this ?
