Strange occasional starting problem

So, I run a 1.0L Arosa and occasionally ( like once every month) it turns over but simply wont even try to start. Leave it ten minutes and it starts immediately. After this happens the engine management light comes on for a few minutes then extinguishes until next time it wont start. It doesn't smell of petrol when trying to start it and it has just flown through the MOT with good emission results. Apart from this it is running really well and starts within a second of turning the key.

Anyone had a similar problem?

I was wondering if there's a shut off somewhere in the system that isn't always operating when the ignition key is turned?

Alternatively could the chip in the ignition key cause this to happen?
