I would say it's as low as it'll go with the adjusters removed. You will probably need a notched chasis leg up front and possibly need the arches rolled, depending on wheels and tyres.

It's hard to measure with coilovers. Many talk of mm numbers, but then others don't seem to achieve the same. I say bottom them out, then if required raise until you like it\it's comfortable.
