What should the voltage be?

Just measured the voltage on the wire constantly connected to the batter (i.e. live with ignition) off. The voltage was about 1.5v, is this correct? If it is meant to 12v what could cause the problem. Is this the reason my radio loses memory (tried the wire swap)

Problem sorted - blow fuse! Radio now works perfectly
