Turining my lights on and the main beam is stuck on and when I use the stork to turn them off nothing happen, anyone got any ideas what it could be ???

Currently got a 1.0L lupo and need help with deciding on what to do? Change the engine to a 1.6 or to a 1.8 and what changes will a need to make to the car to get the engine to fit? Or do a sell my lupo and get a gti later as a project car ???? NEED HELP hahahah .
