I've had my seat arosa 1.0 1999 for like 6 months now and this issue only started when the weather got colder, it's been serviced had a new distributor cap, battery's been tested, It's been on diagnostics machine can't find any thing. Any one have a clue?

I've had spark plugs changed, and distributor cap changed

So I have had my seat arosa for like 6 months now it's a 1.0 1999 model only issue I'm having is it struggles to start in cold, I've had it serviced, on diagnostics machine and battery's been tested and nothing's coming up as faulty. Any one have any clues to why it's doing this?
