I have some of those somewhere, make putting air in very easy as you don't need to remove the caps to do it. I've not seen any for ages though, I'll have a look through ETKA and see if they still list them.

It looks like a Belgium one. Maybe it was at the end of the production line and they used whatever parts they had?

It would appear to be the case. I've seen the same on a silver 05 plate and some 55 plate cars in the UK.
